A Council Decision of 22 July 1993 on the framework programme for priority actions in the field of statistical information, 1993-1997, has been published in the Official Journal.

The Decision indicates the Community priority actions envisaged in the medium-term. These cover: The operation of the Single Market; social policy, economic and social cohesion and consumer protection; Economic and Monetary Union; relations between the Community and the rest of the world; and the development of statistical technologies and human resources.

An outline of the programme for 1993-1997 is annexed to the Decision. This divides the activities to be undertaken into a number of sectoral programmes to provide statistical information for specific ends, comprising:

- Sectoral programmes for the functioning of the Single Market, including standards and trade statistics, as well as statistics on specific sectors (to provide information for policy on industry, transport, energy, RTD, and tourism, management of the common agricultural policy and fisheries policy, and environmental policy);

- Sectoral programmes for social policy, for economic and social cohesion and consumer policy (employment, living and working conditions and social protection, health and safety, education and vocational training, regional and local statistics, consumer protection statistics);

- Economic and Monetary Union (national accounts, public sector balance of payments, price statistics, monetary policy coordination indicators, ECU statistics, external trade);

- Sectoral programmes for the Community and the rest of the world (the European Economic Area, development of statistical systems in countries moving towards a market economy and also in the developing countries, cooperation with non-Member countries, coordination with international organizations);

- Development of statistical technologies and human resources (statistical dissemination and informatics, training in statistics, statistical research including the development of statistical expert systems plus the transfer of technology between systems and support for the geographical dimension).

Comprised under the development of technologies are a distributed statistical information services (DSIS) project, creation of a dissemination network and dissemination technologies, a programme for the development of statistical expert systems (new DOSES programme), and the acquisition by the Commission of specialized hardware, software and staff skills, building up sets of basic geographical data and ensuring links to geographically referenced statistics. This latter activity is to be developed to provide to other Directorates-General certain central services and to collaborate with Member States' statistical services and mapping agencies.

The Council notes that the specific actions of the statistical framework programme will as a general rule be implemented under the authority of the bodies and institutions responsible for compiling official statistics. Responsibility for implementing the statistical actions in the Member States lies with the national statistical authorities; implementing procedures will take account of the organization of each Member State's official statistics.
