Commission monitoring of the application of Community law during 1992 is set out in the tenth annual report to the European Parliament on this subject, now published in the Official Journal of the European Communities.

A sector by sector analysis is provided, together with statistical tables, a list of infringement cases examined in 1992 (infringements of Treaties, Regulations and Decisions), a report on the application of Council Directives, a list of Court judgements which have not yet been implemented, and a summary of the application of Community law by the national courts.

The sectoral examination includes, for instance, notes on the implementation of measures concerning audiovisual media, intellectual property, and telecommunications (removal of technical barriers to the market for services).

Introducing the report, the Commission points out that the transposal of Community law into national law, and in particular the implementation of Council Directives, assumed special significance in the run-up to the 1993 deadline. Most of the Directives due for transposal in 1992 related to the White Paper on the Internal Market. This demanded a considerable effort from the Member States but great progress was made, the bulk of the measures being implemented by 31 December 1992.

The report is organized according to the major lines of Community policy. Chapters cover: An area without internal frontiers; competition; employment and social policy; agriculture and fisheries; transport; environment; other areas (including energy).
