European Patent Office Software Development : the Bacon Numerical Service

The European Patent Organization (EPO), acting through the European Patent Office (charged with the granting of European patents) intends to conduct a public international invitation to tender, on a discretionary basis, for a service contract for:

a) design and development of software, including integration and/or;

b) (lease of) hardware for storage and/or retrieval of documents.

The Bacon Numerical Service will, in a first phase, provide batch-mode access to an electronic library with the published technical documentation of the EPO. It will replace the current photocopying of about 10,000 documents per day and will serve daily production procedures as well as incidental requests. In an optional second phase, its performance will be increased to offer near-line access to EPO users for another 8,000 documents per day.

The data for the library currently consists of about 20 million documents in 'numerical' order containing about 200 million scanned page images compressed according to CCITT group 4 T.6. The total volume of image data is around 13 Tetrabytes. The library will also contain around a million documents in mixed (character and image) mode. The yearly increase is 4% of the total volume, to be updated weekly.

The service must interoperate with the EPO's operational procedures and systems, and fit into, or even use, the technical environment which includes IBM/MVS (**1) based mainframe system.
