On 28 June 1993, some 20 agreements relating to the creation of a joint venture company were notified to the Commission. The joint venture company, International Private Satellite Partners (IPSP), has been created under US law, and has been formed to provide:

- International business telecommunications services (internal corporate networks, bulk data transfer, data collection and transport, fax and electronic document distribution, network services, etc.) to businesses in Europe and North America using its own satellite system on a "one-stop shop" basis;
- To offer bulk transmission capacity to third parties, to the extent that the capacity of the satellites is not fully utilized by IPSP or its partners.

On 23 September 1993, the Commission decided not to oppose the above notified concentration and to declare it compatible with the common market.
