RTD-related topics tabled for debate during the European Parliament sitting of 17-21 January 1994 include: - A report on the PHARE programme of assistance for Eastern Europe which expresses concern that the budget allocated to the protection of the environment has fallen below the 25% PHARE target figure. It proposes that a future priority should be regional projects, such as environmental action in the Danube river basin and the Black Sea areas, and that all major projects should be subject to environmental impact studies. - A report from the Environment Committee on the EUs implementation of Action 21, the global action plan for environment and development into the 21st century adopted by 179 countries at the Earth Summit, Rio, in June 1992. The aims of Action 21 are to achieve sustainable development, check the pollution of the planet and step-up cooperation between north and south. - The second reading of the proposal for a Council Directive to improve access to the public telephone network. - A report from the Legal Affairs Committee on the procedures to be adopted for dealing with legislative proposals pending before the Council whose legal basis and/or procedures will change due to the entry into force of the Maastricht Treaty. - An Energy Committee report on ways of finding new uses for coal through the application of new technologies. The Committee advocates the development of technologies to convert coal into liquid or gas, the development of clean combustion systems and the promotion of the gasification of low grade coals so as to increase their market competitivity.
