European Parliament session of 7-11 February 1994: Fourth Framework Programme; ozone layer; energy saving buildings; earthquake research; regional links with countries of Central and Eastern Europe

RTD-related topics tabled for debate during the European Parliament sitting of 7-11 February 1994 include:

- The second reading (under the co-decision procedure) of the proposal concerning the Fourth Framework Programme for research and technological development, 1994-1998. A report from the Energy Committee on the Council's common position will put forward a "moderate increase" in funding mainly to restore cuts introduced by the Council in the budget for international cooperation. At the same time, the Energy Committee will seek to ensure a greater commitment to the non-nuclear and socio-economic research sectors.

- The first reading (cooperation procedure) of the Commission's proposal to introduce more effective controls on certain ozone-depleting chemicals;

- The Energy and Research Committee will report on the need for building design and construction to make greater use of energy saving technologies and materials.

- A further report from the Energy Committee will advocate increased support for research into earthquakes, particularly earthquake disaster prevention and relief.

- The Regional Policy Committee will present a review of EU assistance for countries in Central and Eastern Europe with particular reference to the development of regional links. The report welcomes the agreement reached with the Council and the Commission on the creation of a special budget line to facilitate cross-border cooperation with bordering regions in countries of Central and Eastern Europe.
