On 2 February the Commission adopted, at the proposal of Commissioner Antonio Ruberti, two amendments to the regulations establishing the European Training Foundation. The Foundation has been established to develop vocational training methods in the countries of Central and Eastern Europe.

The Commission has proposed two main amendments which will increase the number of countries which will benefit from the Foundation. The first amendment concerns the extension of the scope of the Foundation to include the Newly Independent States. Originally, the Foundation was limited in scope to countries which benefited under the PHARE Programme, i.e. the countries of Central and Eastern Europe. Now countries which are receiving assistance under the TACIS programme will be able to benefit from the activities of the Foundation.

The Foundation has also been entrusted with the responsibility of implementing measures under the TEMPUS 2 Programme, including the transfer of the TEMPUS office to Turin.
