The Commission adopted on 16 March 1994 a proposal for an amendment of the Directive on environmental impact assessment, which concerns the evaluation of the effect on the environment of certain public and private projects.

Experience gained since the implementation of the existing Directive (337/85 EEC) permits the refinement of particular rules it contains, with a view to improving the results of the project evaluation and clarifying the Annexes of the Directive (setting out the selection criteria for projects and the nature of the information which must be provided by those responsible for them).

The proposed amendment follows a report on the evaluation and application of the existing Directive which was completed by the Commission in April 1993. The report made clear that practical difficulties in the application of the Directive stemmed from differences in interpretation of the text between individual Member States and the Commission's services.
