Guidelines on trans-European energy networks are put forward in a Commission proposal for a Decision of the European Parliament and the Council (COM(93) 685 of 8.2.1994).

The establishment and development of trans-European energy networks contribute to attaining major objectives within the EU, such as completion of the internal market and the strengthening of economic and social cohesion. Further specific objectives are to increase the reliability and security of the EU's energy supplies and to allow balanced operation of the internal energy market within the framework of a system which is moving towards open and competitive markets.

Hence, the proposed Directive establishes a series of guidelines on trans-European energy networks and defines the projects of common interest in trans-European electricity and gas networks. It applies to:

- Electricity networks: All lines of 220 kV or more, and submarine links, used for interregional or international transmission; the systems for operating these facilities.

- Natural gas networks: High-pressure gas pipelines; underground storage facilities; reception, storage and regasification facilities for liquified natural gas; the systems for operating these facilities.

Priorities for action shall be the connection of isolated networks, the development of interconnections between Member States and the development of interconnections with non-Community countries. At the same time the broad lines of action shall include the identification of projects of common interest and the creation of a more favourable technical, administrative, legal and financial context for development of the networks.

Specific projects defined as being of common interest are listed in an annex to the proposal.
