Submitted by the Commission on 28 January 1991, the proposal for a Council Decision (COM(90) 570) extends actions begun under the two-year IMPACT 1 programme adopted 26 July 1988 (88/524/EEC). As from 1991, a budget of ECU 100 million is estimated for the five-year duration of IMPACT 2. Objectives are: To establish an international market for information services; to stimulate and reinforce the competitive capability of European information suppliers; to promote the use of advanced services; to advance Community cohesion regarding information service policies. Four action lines encompass: Improving market understanding; overcoming legal and administrative barriers; support for strategic information initiatives; increasing user-friendliness and improving information literacy (inter alia, many actions shall centre around the European Commission Host Organization, ECHO). Cooperative projects, of major importance in the information initiatives, are expected to attract ECU 125 million in contributions from participants.
