An evaluation of the programme for the Development of Statistical Expert Systems (DOSES), 1989-1993, was carried out in 1993 just as the programme was coming to an end. The final report resulting from this evaluation is now available.

The report considers that DOSES, as a pilot programme, has sufficiently fulfilled its expectations:

- To help improve the capacity for producing and using high-quality statistical information in the Community by means of modern information technology;
- To stimulate and coordinate Community research concerning applications of artificial intelligent techniques and expert systems technology in this area;
- To promote multinational, Community-wide joint contacts and efforts between the sometimes rather segregated domains of academic and official statistics, as well as to bring together university research, private firms, large producers of statistics and their clients in projects for the development of operational or even market-oriented software.

In addition, DOSES has contributed to the state of the art in a number of statistical fields, and has improved knowledge of the differences and similarities between Member States in statistical production and dissemination. It has produced synergic added value at the level of joint Community activities in statistical research.

The report recommends that the DOSES programme should be continued. It is in a position to receive a high degree of attention by management, since, in the opinion of the Evaluation Panel, without substantial research efforts in key domains (such as standardization, meta-data, knowledge capture, and the statistical treatment of massive data) the benefits of developing new technologies might easily be lost. By improving the provision of reliable data, DOSES offers a major opportunity to support decision makers and all those who require statistics in all sectors of social and economic life at the European, national and regional levels.
