Commission requires expert legal assistance for Impact II Legal Advisory Board

Under the Impact II programme, DG XIII of the European Commission has undertaken a study of the legal and administrative obstacles to the development of the information services market. This task is performed by the Legal Advisory Board (LAB).

The LAB now requires the assistance of experts for the following tasks:
- The legal framework relating to information and to monitor the trends in information and computer law in Member States and world-wide;
- To draw up proposals for concrete action on the basis of work already achieved;
- To ensure the monitoring of the implementation of Community instruments under consideration in the fields concerned;
- To define other areas of action for the EU.

This call for tenders is in two parts:

1) Tasks of a general nature(aspect A):
The contractor will have to provide the services of qualified legal experts to assist the LAB's secretariat in the work related to the information services market and in particular to help the Commission and the LAB to gather documentation and to prepare discussion papers of the legal questions which have been or will be raised in the context of LAB activities

2) Synergy between the private and public sectors (aspect B):
The Commission wishes to update the Guidelines for improving the synergy between the public and private sectors in the information market. The contractor will undertake consultations with the interested parties (industry, public authorities and experts) on the basis of the studies already carried-out, propose revised guidelines, organize at least two workshops and finalize the guidelines for possible adoption as a Commission recommendation.
