At its 283rd plenary session of 31 January 1991, the Economic and Social Committee adopted an Opinion on the proposal for a Council Decision on a specific research and technological programme in the field of nuclear fission safety, 1990-1994 (proposal published OJ No C 247, 2.10.1990). The Committee expresses reservations concerning the totally inadequate programme funding, taking the view that the Commission's original figure of ECU 90 million for 1990-94 should be seen as the absolute minimum and hence urging that the proposed appropriation of ECU 29 million for 1992-93 should be revised. Further reservations concern the lack of demarcation between the reactor safety subprogramme and other Community RTD activities in this field, plus the linking of the two intrinsically unconnected subprogrammes, reactor safety and radiation protection, under a single programme.
