Assistance in information and communication policy

The European Commission, Directorate-General for Audiovisual Media, Information, Communication and Culture (DG X), has published a call for tender for assistance in information and communications policy in the following areas:

- Information and communication:

The Commission operates an active information and communication policy on European integration and the various Community policies and activities. DG X's role in this connection is mainly to provide general information. It is active in non-member countries, as well as throughout the European Union. In addition to its central departments, the Commission has a network of offices in the Member States and delegations in non-member countries.

DG X needs outside help in the following sectors (each sector will be covered by a sublist):

. Definition of opinion polls with specialist institutes; processing and analysis of the results obtained;
. Planning and execution of information and communication activities and publicity campaigns targeted at the general public;
. Planning and execution of information and communication activities targeted at women and young people;
. Planning and execution of information and communication activities and publicity campaigns targeted at the academic, business, decision-making, trade union and farming circles;
. Drafting of articles, brochures, newsletters, newspaper articles and press reviews in French;
. Drafting of articles, brochures, newsletters, newspaper articles and press reviews in English;
. Drafting of articles, brochures, newsletters, newspaper articles and press reviews in Spanish;
. Drafting of articles, brochures, newsletters, newspaper articles and press reviews in one of the other Community languages;
. Design, layout, graphic design, illustrations for publications, and other information products;
. Design and production of cinema and video products;
. Design and production of audio products (radio programmes, etc.);
. Design and production of information stands and other material for use at fairs and exhibitions;
. Design and production of computerized information resources;
. Organization of visits to the European institutions by the general public or special interest groups;
. Organization of public events: conferences, symposiums, meetings, etc.;
. Sponsoring;
. Corporate image and public relations;
. Technical evaluation and coordination of information programmes run by the Commission with outside bodies, particularly in the Member States;
. Economic and financial assessment and evaluation of DG X's programmes and activities.

- Cultural action:

The Commission promotes cultural cooperation within the Community and forges cultural links with non-member countries. It has set up a number a special measures, most notably in the fields of protection of the architectural heritage, books and reading, cities of culture, and 'Kaleidoscope'.

DG X is responsible for planning, implementing and managing these programmes and requires outside assistance in the following sectors (each sector will be covered by a sublist):

. Advice on the legal aspects of cultural action;
. Advice on the economic aspects of cultural action;
. Management of cultural programmes;
. Architectural heritage;
. Theatre;
. Books and reading;
. Plastic arts;
. Music.

- Audiovisual policy:

DG X is responsible for the general coordination of Community audiovisual policy, particularly the programmes' side of this policy. In this connection it manages the MEDIA programme (Measures for encouraging the development of the audiovisual media), is responsible for Community legislation on television broadcasting (e.g. the Television without Frontiers Directive) and manages the production programme for HDTV. It requires outside assistance in the following sectors (each sector will be covered by a sublist):

. Advice on the legal aspects of audiovisual policy;
. Advice on the economic aspects of audiovisual policy;
. Questions relating to the financing of this sector;
. Management of support programmes;
. HDTV production.
