As a result of the European Commission's initiative to simplify and harmonize procedures, DG XII is distributing new draft proposal application forms which will serve for the specific programmes under the Fourth Framework Programme. The information requested in the forms is the minimum required for the evaluation and administration of project applications. For the first time, they are being submitted to users for their comments.

The form is divided into two parts. The first part relates to general financial and administrative data. It incorporates general proposal information and individual partner information, including details of participating organizations, the institutes carrying out the work and partners' costs.

The second part of the form relates more specifically to the needs of the individual programmes. It presents a description of the proposal and is divided into two sections: (i) the scientific and technical content of the proposal, and (ii) information on the partnership. The following elements of information are required:

- Objectives;
- Work content;
- Project milestones and deliverables;
- Benefits;
- Economic and social impact;
- Project management structure;
- Partnership;
- Financial information;
- Exploitation plans;
- Ongoing projects and previous proposals.

There will be some variation in the forms, in order to accommodate the needs of the different projects, but the basic structure will remain.
