The Council Directive (91/156/EEC) of 18 March 1991 amends Directive 75/442/EEC (OJ No L 194, 25.7.75) on waste. Member States shall take appropriate measures to encourage prevention or reduction of waste production via: Development of clean technologies; technical development and marketing of products designed for minimum waste in manufacture, use and disposal; development of techniques for disposal of dangerous substances in waste destined for recovery. They shall also encourage: the recovery, re-use or reclamation of waste with a view to extracting secondary raw materials; use of waste as an energy source. Measures shall ensure, inter alia, that waste recovery is safe and does not employ methods causing nuisance, or harmful to human beings or the environment. To attain these objectives, the competent authority shall draw up a waste management plan relating to specific listed activities. Annexes include: Categories of waste; disposal operations; recovery.
