The Council of the European Union has adopted a European Commission Proposal for a Directive on the ecological quality of water. The Directive concerns the adoption of measures in each Member State for the control of pollution of surface waters from point sources, sources of diffuse pollution and other anthropogenic factors affecting the surface water quality. Under this directive, Member States will adopt, publish and implement integrated programmes designed to improve the quality of Community surface waters with the ultimate aim of reaching operational targets for good ecological water quality for surface water, internal water and territorial seas by 31 December 1994.
