On 20 September 1994, Professor Ruberti, Commissioner responsible for science, research and development, attended the meeting of the Administrative Council of the European Training Foundation in Turin.

The Foundation was established to contribute to the development of vocational training systems for the countries of Central and Eastern Europe and the new independent States of the former Soviet Union.

In addition to the Foundation's socio-economic role in the development of vocational training, it will play an operational role in the implementation of the TEMPUS programme. TEMPUS promotes the development of higher education systems in Central and Eastern Europe and the republics of the former Soviet Union. The Foundation will expand the scope of the TEMPUS programme to include vocational training activities.

Professor Ruberti underlined the importance of the Foundation's role as a means of transferring European experience and know-how in order to contribute to the development of the economies and societies of Eastern Europe.
