The European Commission has published guidelines for the examination of State aid to fisheries and aquaculture.

The guidelines apply to the entire fisheries sector and concern the exploitation of living aquatic resources, aquaculture together with the means of production, processing and marketing of the resultant products, but excluding non-commercial recreation and sports.

The guidelines concern, in particular, the general principles of financial support funded directly or indirectly from budgets of public authorities and do not concern subsidies which are partly funded by the European Community.

The guidelines establish the principles of computability of the various categories of aid, in particular:

- Aid for start-up and advisory services:

Aid for technical and economic training of people working in the fisheries sector is compatible with the common market provided it is directed exclusively at improving the knowledge and efficiency of recipients;

- Aid to research:
Aid relating to scientific and technical research is compatible if it is supervised and if the results of such research are made accessible to nationals of other Member States in a manner consistent with industrial property rights.
