The European Training Foundation has prepared a first draft of its work programme for 1994-1996, as well as a document on the "Role, tasks and objectives of the European Training Foundation". The work programme was produced in preparation for the Advisory Forum of the Foundation on 24 October 1994.

The European Training Foundation will take over the administration of the TEMPUS II programme in 1995. The work programme will form the basis for discussion in order to enable the Foundation to become a centre of excellence for cooperation in vocational education and training between the Member States of the European Union, the Commission and the countries of Central and Eastern Europe, the Independent States of the former Soviet Union and Mongolia. The PHARE and TACIS programmes will play an important role in the definition of the targets and priority areas of the Foundation.

The first set of activities for the Foundation will be as follows:

- To strengthen the role of the human resources development sector within the overall reform process in the partner States within the framework of the PHARE and TACIS programmes;
- To set up a specific partnership programme for cooperation between institutions in the Member States and institutions for vocational education and training in the partner States;
- To be involved step by step in the management of the implementation of the PHARE and TACIS programmes in the field of vocational education and training;
- To hold partner conferences as a comprehensive approach to dialogue and cooperation.

The draft work programme for 1994-1996 examines the role, tasks and objectives of the Foundation. After the opinion of the Advisory Forum, the final draft of the work programme will be presented to the Foundation's Governing Board for approval.
