In July 1993, the European Commission, DG XIII, launched a call for tender for the selection of organizations or individuals to undertake work related to the research/scientific community (Interface I) and research/society (Interface II) under the VALUE II programme. This programme is concerned with the dissemination and exploitation of knowledge resulting from the Community's specific RTD programmes (1992-1994).

The aim of the Interface II call was to contribute to interdisciplinary reflection in relation to research, its methods, problems and impact. The Interface II call aimed at measures designed to identify and study the impact on society of the new scientific and technology knowledge acquired as a result of Community activities, particularly with regard to the interaction between science and technology, on the one hand, and society, on the other.
