European Community aid to the Occupied Territories

At the beginning of November 1994 the European Commission and the European Investment Bank (EIB) undertook discussions with the Palestinian authorities in Gaza to plan the 1995 programme of cooperation with the Occupied Territories.

It was decided at this meeting that Commission assistance in 1995 will centre on the following themes:

- Institutional development for the establishment of a competent, accountable government, through technical assistance, and support for recurrent costs for a limited period;
- Promotion of rapid, sustainable and equitable economic growth by means of capital investment and employment-generating projects, designed also for the improvement of living conditions in the Gaza Strip.

In addition to its support for the reconstruction of the Occupied Territories, the Commission is providing over ECU 30 million per year as a contribution to UNRWA's regular budget for education and health (United Nations Relief and Works Agency for Palestinian Refugees in the Middle East). It also contributed ECU 12.9 million to UNRWA's Food Aid budget in 1994.

The following projects were supported by the Commission in the Occupied Territories in 1993 and 1994:

- Housing programme: ECU 10 million;
- School construction and rehabilitation: ECU 10 million;
- Credit for SMEs: ECU 6 million;
- Rehabilitation of ex-detainees: ECU 5.5 million;
- Support for Palestinian police force (divided equally between recurrent costs and non-lethal equipment): ECU 10 million;
- Support for the Palestinian police force (recurrent costs): ECU 10 million;
- Demographic indicators: ECU 1.4 million;
- Election registration materials: ECU 0.1 million;
- Technical assistance: ECU 6.8 million;
- Health projects: ECU 2.65 million;
- Education: ECU 19.7 million;
- Environment and water: ECU 1.55 million;
- Agriculture and production: ECU 1.8 million;
- Institution building: ECU 1.5 million;
- Research: ECU 1 million.

European Community aid for Gaza and the West Bank in 1995 will amount to ECU 50 million in grants out of a total of ECU 250 million which has been earmarked for the five-year period 1994-1998.

European Commission grants will concentrate on two priorities:

- Institutional buildings and infrastructure projects with the main objectives of generating employment and improving living conditions, particularly in the Gaza Strip;
- ECU 250 million in loans from the EIB have been earmarked for the financing of long-term investment projects focusing mainly on infrastructure, including projects in the environment and financial and private sectors.
