Call for proposals for the specific programme for standards, measurements and testing

The European Commission, DG XII, has published its first call for proposals for the specific programme for research and technological development in the field of standards, measurements and testing (1994-1998):

1. Following the Decision by Parliament and Council adopting the Fourth Framework Programme of European Community activities in the field of research and technological development and demonstration (1994 to 1998) (Decision 1110/94/EC of 26.4.1994, OJ No L 126 of 18.5.1994) and the Council Decision on the specific research and technological development programme in the field of standards, measurements and testing, the Commission of the European Communities is inviting proposals for research and technological development (RTD) projects.

In conformity with Article 5.1 of the Decision on the specific programme, a work programme has been drawn up setting out the detailed objectives and types of projects to be undertaken, and the financial arrangements to be made for them.

Consortia of organizations eligible to participate in the programme (universities, research centres and industries including SMEs) are invited to submit proposals for the areas and topics covered by the work programme set out below.

In conformity with the rules for implementation set out in Annex III of the Decision on the specific programme, the research areas and topics will be addressed, in general, via shared-cost RTD projects, networks and concerted actions.

2. Shared-cost RTD proposals

Unless otherwise indicated the Community's contribution to shared-cost RTD projects will normally not exceed 50% of the total costs. Those universities and other institutions which do not have analytical budget accountancy will be reimbursed on the basis of 100% of the additional costs.

The first call for proposals covers the following four types of shared-cost RTD proposals, each of which is governed by separate eligibility/selection criteria and closing date for receipt of proposals:

2.1. Theme I: Measurements for quality European products and prenormative research for industry:

Indicative budget: ECU 22 million

Proposals must arrive at the Commission by 12.00 on 19 April 1995.

N.B. RTD proposals addressing objectives of Themes II & III of the programme will be covered by a separate call for proposals to be published at a later date. They will therefore not be accepted under this heading.

2.2. Technology stimulation actions to encourage and facilitate participation of industrial SMEs (Theme I):

An award will be granted which will cover up to 75% of the cost of the exploratory phase, without exceeding ECU 45,000 or ECU 22,500 in the exceptional case of a single applicant SME; Community funding for cooperative research projects, involving at least four non-affiliated SMEs from at least two different Member States, will normally cover 50% of the costs of the research.

Indicative budget: ECU 15 million

Proposals for exploratory awards or cooperative research projects are subject to a continuously open call and can be submitted from the date of this call up to the final dates specified hereafter:

- Proposals for an exploratory award, with a view to submit at stage 2 a complete proposal for an RTD project (industrial research): 12 June 1996 at 12.00;
- Proposals for an exploratory award, with a view to submit at stage 2 a cooperative research project: 11 June 1997 at 12.00;
- Proposals for a cooperative research project (stage 2): 17 December 1997 at 12.00.

2.3. RTD in support of Community policy:

Proposals are invited to undertake research on subjects specified by the Commission in support of the development or implementation of Community policy, including European standardization.

Detailed information on the research objectives is given in a supplement to the information package.

N.B. Proposals for research objectives other than those listed above will not be accepted.

Proposals must arrive at the Commission by 12.00 on 15 March 1995.

2.4. Thematic networks for the coordination of research carried out by industry, universities and research centres in a particular field of measurement, analysis or testing covered by Themes I, II or III of the work programme:

Indicative budget: ECU 6 million

The Community's contribution to thematic networks covers 100% of the additional costs for the coordination and implementation of the actions subject to a limit of ECU 10,000 in average per participant per year.

The thematic networks are subject to a call continuously open from the date of this call up to 17 December 1997 at 12.00.

3. Information given to the Community relating to proposal application or the contract will be treated in confidence.

Detailed information about procedures for the submission of proposals (information package) and the contract that will be established with successful proposers are available on request from the Commission's services. Descriptions of work undertaken in earlier and related programmes are also available on request.

4. The outline work programme for this call for proposals is as follows:

Theme I: Measurements for quality European products:

1.1. Measurements in support of the research phase;
1.2. Measurements and testing in the industrial development phase;
1.3. Measurements and testing for the control of production;
1.4. Tools for quality assurance in industry;

Theme II: Research related to written standards and technical support to trade:

2.1. Research in support of European trade;
2.2. European measurement and testing infrastructure;
2.3. Support to the needs of customs laboratories;

Theme III: Measurements related to the needs of society:

3.1. Health and safety;
3.2. Methods and reference materials for environmental monitoring;
3.3. Protection of the cultural heritage;
3.4. Justice system.
