The European Council has published its Decision 94/804/EC of 23 November 1994 adopting a specific programme of research and technological development in the field of marine sciences and technology (19941998). The Decision sets the amount deemed necessary for carrying out the programme at ECU 228 million, which includes a maximum of 6.9% for the Commission's staff and administrative expenditure. The Decision contains the scientific and technological content and objectives of the programme, as well as the specific rules for its implementation.
