Following the Decision by Parliament and Council adopting the Fourth Framework Programme of European Community activities in the field of research and technological development and demonstration (1994 to 1998) (Decision 1110/94/EC of 26.4.1994; OJ No L 126 of 18.5.1994) and the Council Decision on the specific programme for research and technological development, including demonstration (RTD), in the field of biomedicine and health, the Commission of the European Communities is inviting RTD proposals for concerted actions, shared-cost actions as well as specific measures appropriate for this programme, in conformity with the rules for implementation set out in Annex III of the Decision on the specific programme. In conformity with Article 5.1 of the Decision on the specific programme, a work programme has been drawn up setting out the scientific and technological objectives and research tasks to be undertaken, and the financial arrangements to be made for them. Consortia of organizations eligible to participate in the programme (universities, research centres, health undertakings and industries, including SMEs) are invited to submit proposals for the areas and topics covered by the work programme set out below. The project proposals for research in biomedicine and health must arrive at the Commission by 31 March 1995 (12.00). The Community's contribution to shared-cost RTD projects will normally not exceed 50% of the total costs, with progressively lower participation the nearer the project is to the market place. Those universities and other institutions which do not have analytical budget accountancy will be reimbursed on the basis of 100% of the additional costs. As a general rule, projects should involve at least two non-affiliated legal entities from different Member States or from one Member State and one Associated State. The Community's contribution to concerted actions will cover up to 100% of the costs of the concertation as well as the mobility and training activities to the extent necessary for its proper implementation. The Community's funding may cover up to 100% of the costs of the specific measures appropriate to this programme, related to selected shared-cost and concerted actions. Applications for research fellowships for 12 to 24 months' (maximum) duration from scientists who are citizens of a Member State of the European Union or other states participating in the biomedical and health research programme can be submitted during the period 1995-1998 with the following closing dates: - 31 March 1996 for areas 1, 2, 3 and 5; - 31 December 1996 for areas 4, 6, 7 and 8; - 31 December 1997 for all areas. The training activities must not take place in the applicant's country of citizenship or in which the applicant normally resides. Information given to the Community relating to proposal application or the contract will be treated in confidence. Detailed information about procedures for the submission of proposals (information package) and the contract that will be established with successful proposers is available on request from the Commission's services. Cancer research; 4.2. Research on AIDS, tuberculosis and other infectious diseases; 4.3. Cardiovascular research; 4.4. Research on chronic diseases, ageing and age-related diseases; 4.5. Research on occupational and environmental health; 4.6. Rare diseases research; 5. Human genome research; 6. Public health research, including health services research; 7. Biomedical ethics; 8. Horizontal activities: ethical, legal and social aspects and demonstration.
