In its communication to the Council and Parliament of 5 October 1994 on the follow-up to the consultation process relating to the Green Paper on "Pluralism and media concentration in the internal market: An assessment of the need for Community action", the Commission announced that it would be launching a second round of consultations on the subject of pluralism and media concentration.

In the communication, the Commission analysed the outcome of the first round of consultations, which focused on the question of whether there was any need for Community action in the field of media concentration, and found that a Community initiative on media ownership could prove necessary. Certain questions, and in particular the content of any such initiative, therefore need to be looked into more closely through a second round of consultations based on a questionnaire. The Commission will decide on its final position in the light of the findings and could propose a Community initiative in the course of 1995.

The questionnaire is currently available in English and French, with the other Community languages to follow shortly. It is being sent automatically to all interested parties who sent in contributions in response to the first two questionnaires and will also be sent to any other interested parties on request.
