The Council consulted the Economic and Social Committee (2 October 1990) on proposals for: a Council Directive concerning the protection of individuals in relation to the processing of personal data; a Council Directive concerning the protection of personal data and privacy in the context of public digital telecommunications networks, in particular the integrated services digital network (ISDN) and public digital mobile networks; a Council Decision in the field of information security (COM(90) 314, Official Journal No C 277 of 5.11.1990). The ESC unanimously adopted an Opinion, on 24 April 1991, approving the aim of the proposals. In each case, detailed comment clarifies definitions and suggests specific textual alterations. Inter alia, protection must be granted against all processing of personal data, and guaranteed to be strictly respected by States, institutions, public and private companies and organizations. An independent European authority should be responsible for monitoring implementation.
