Study on start up of LEONARDO DA VINCI in Central and Eastern Europe

The Commission, DG XXII, has published an invitation to tender for the completion of a study concerning the starting up of the LEONARDO DA VINCI programme in Central and East European countries.

LEONARDO DA VINCI is the action programme for the implementation of a Community policy in the field of vocational training. The programme was adopted by a Council Decision 94/819/EEC on 6 December 1994. Article 9 of the Council Decision sets out that the LEONARDO DA VINCI programme is open to the participation of associated Central and East European countries, in accordance with the terms specified in the additional protocols to the association agreements relating to participation in Community programmes to be concluded with these countries.

The Commission seeks to ensure the competition for a company to carry out a study on the initiation of the LEONARDO DA VINCI programme involving the associated Central and East European countries, namely Bulgaria, Hungary, Poland, Romania, Slovakia and the Czech Republic.

The objectives of the study are as follows:

- To examine the national priorities of the associated Central and East European countries (Bulgaria, Hungary, Poland, Romania, Slovakia and the Czech Republic) in the field of vocational training and the capacity of their systems and structures to take part in the LEONARDO DA VINCI programme;

- To undertake a first analysis (ex-ante evaluation) of the potential effects of the LEONARDO DA VINCI programme on the policies and practices of these countries in the field of vocational training;

- To put forward proposals regarding the participation of these countries in the LEONARDO DA VINCI programme to ensure maximum efficiency.

The study's aims do not include an in-depth analysis of the systems and practices of these countries.
