European Commission activities in 1992, 1993 and 1994 included the possibility for the countries of Central and Eastern Europe to participate in five specific programmes of the Third Framework Programme for RTD activities, one of which was the Human Capital and Mobility (HCM) programme.

In 1994, this cooperation was also enlarged to include the new independent States of the former Soviet Union.

In order to support this participation, the following funds were allocated for all of the five programmes:

- ECU 10 million in 1992;
- ECU 17.7 million in 1993;
- ECU 22 million in 1994.

Restricted calls for proposals, providing scientists from Central and East European countries with the possibility to join existing projects, were launched. The proposals were evaluated with the assistance of external assessors, and the HCM Regulatory Committee was consulted and approved the proposed selection. The total amount of funding was ECU 10.6 million for 171 projects.

In the Fourth Framework Programme for RTD activities (1994-1998), three activities of the Training and Mobility of Researchers (TMR) programme, which has superseded the HCM programme, are also open for cooperation with Central and Eastern Europe and the independent States of the former Soviet Union:

- Networks;
- Euroconferences;
- Large-scale facilities.

The funds available for such participation are, however, very limited. These actions will, therefore, normally have to be financed by the interested countries. Only in exceptional cases will Community support be available.
