Meeting on 25-26 June 1991 the Council approved the Commission proposal for a "European Year of Safety, Hygiene and Health at Work" commencing 1 March 1992 (COM(90) 450, amended by COM(91) 204). Formal adoption of the programme will take place as soon as the text of the Decision has been finalized. The aim of the action is to increase awareness of occupational risks and what can be done about them, particularly as regards those at greatest risk (farmers, fishermen, construction workers). Young people undergoing vocational training will be targeted to inculcate the concept of safety at work. SMEs must also understand that higher safety standards will advance performance and productivity. National liaison committees have been set up in each Member State. The programme encompasses European Communities-funded projects plus initiatives from private and public organizations. On request these may enjoy part- funding from the European Communities.
