TESS/SOSENET programme: Telematics for social security

The European Commission, DG III, has published an invitation to tender related to the TESS/SOSENET programme (Telematic for Social Security). The tender concerns the Build 4 project on the "Development of a reference system for the pensions sector in the context of the IDA programme (Interchange of Data between Administrations)".

In order to apply the legislation for the coordination of European social security schemes, a large number of social security institutions need to exchange information about insured persons. The purpose of the TESS/SOSENET programme is to modernize and improve this exchange of information by means of telematic services in order to "accelerate and simplify the administrative procedures in order to improve the acquisition of rights, the award and payment of benefits derived from the application of Regulation (EEC) No 1408/71".

The Build 4 project is a part of this programme and aims at developing a reference system for telematic services between institutions administering statutory old-age pension schemes.

The invitation to tender covers four lots:

- Lot 1: Development of a reference system for the telematic services between institutions administering statutory old-age pension schemes and support for its implementation in the operational environment;

- Lot 2: Study on the coding of insurance periods. This study will provide a common coding scheme for the exchange of information about insurance periods to be taken into account both for acquisition of entitlement and for calculation of statutory old-age pension benefit;

- Lot 3: Study on the improvement of the exchanges of the supportive documents. This study will search for solutions for some of the information exchanged between social security institutions which cannot be converted into structured messages, e.g. medical reports and substantiating documents attached to the pension claim (declarations for employers, insurance, books, etc.);

- Lot 4: Study on the improvement of information flows. The Build 4 pilot project does not question the current flow of paper-based information, although it could be opportune to delete, modify old information flows or even to create new ones.

An information day will be organized in Brussels on 6 June 1995. The place will be mentioned in the terms of reference.
