Technical assistance for verifications of permanent monitoring systems for degrees of radioactivity

The European Commission, DG XI, has published a call for expressions of interest relating to technical assistance and advice in the field of verifications of permanent monitoring systems for degrees of radioactivity in the environment.

Potential contracting parties are invited to advise the Commission of their wish to participate in working on the preparation, implementation and monitoring of the verification programme developed by the Commission with respect to Article 35 of the Euratom Treaty.

Upon examination of the proposals received, the Commission will compile a list of candidates able to participate in the preparation and implementation of these verifications within the context of service contracts. The persons selected from this list will then be invited to submit detailed proposals to the Commission in response to restricted calls for tenders.

The technical assistance involves providing expertise for specific works in the following area: implementation by the Commission of verifications of the running and efficiency of the installations required to carry out permanent monitoring of the degree of radioactivity in the atmosphere, water and soil within the context of Article 35 of the Euratom Treaty.

These verifications cover monitoring systems for radioactive effluents discharged into the environment as well as surveillance systems for ambient radioactivity.

For each site selected by the Commission, the nature of the services consists of:

- Preparing the verification visit;
- Proceeding to the examination of documents supplied by the competent authorities in the Member States;
- Accompanying the Commission's team on its visit (generally for one week) to the relevant installations and assist in its verification works;
- Drawing up a draft technical report describing in detail the entire existing monitoring system for the site considered as well as the object and results of the verifications.
