An amended proposal for a Council Decision adopting a specific research and technological development programme in the field of human capital and mobility (1991-1994) (COM(91) 234) was submitted by the Commission to the Council on 24 June 1991. Building on and developing further the activities carried out in the current SCIENCE, SPES and large-scale scientific facilities programmes, the proposed programme aims to support the training of young European scientists (via research fellowships in centres of excellence), to increase the mobility of research staff and to aid the creation of scientific and technological cooperation networks. The JRC will be among those organizations playing an important role in training, offering possibilities of access to major installations. Funds estimated as necessary for execution of the programme amount to ECU 488.07 million. Programme duration is from the date of its adoption by the Council until 31 December 1994.
