Pilot telecommunications system and drug-related electronic information system for IDA programme

The European Commission, DG III, has published a call for tender to support the Interchange of Data between Administrations (IDA) programme.

The notice covers the following two lots:

- Lot 1: Implementation of a pilot telecommunications system for the exchange of documents and interpersonal mail between the Commission and the competition authorities within the Member States, in the context of the Fourcom project (ref. IDA-089.01/02/PILOT1).

The object of this call is to provide Member State competition administrations with the infrastructure to communicate with the Commission services and with external public and private partners, using an X400 message-handling system.

The project includes the delivery and installation of the required hardware and software, the connection to the X400 network, the provision of APIs and the communications charges from Member States to the Commission services, including security, administration and accounting services, in the framework of the Fourcom project.

The services include the coordination of the development, installation, training, operation and support of the systems. Support must be available during the installation phase and during the operational phase.

- Lot 2: Reitox-CEC (pilot project) (ref. IDA-080.01/02/PILOT1): The objective of the Reitox-CEC project is the establishment of an electronic system facilitating the consolidation of drug-related information that exists in the different Directorates-General (DGs) of the Commission.

The call concerns a pilot project with the objective of providing drug-concerned users with a complete information system with all functions identified in the feasibility study. The scope is limited to the most important drug-related users in this pilot phase.
