The Euratom Safeguards Directorate of the European Commission has published an invitation to tender concerning a supply contract for a pilot nuclear materials accountancy and control system (NMACS) for the northern European district of the Russian Federation. The system components will need to be delivered and installed at four sites in the Russian Federation: - Leningrad Nuclear Power Plant, LNPP at Sosnovy Bor; - Gosatomnadzor of Russia (GAN) on-site inspectors' office at LNPP; - GAN nuclear power reactors inspectorate office (also at Sosnovy Bor); - GAN Northern European Region's Directorate at St. Petersburg. Gosatomnadzor of Russia (GAN) inspects all civil nuclear materials in Russia in order to confirm that nuclear materials are not diverted from their intended uses as declared by the users. To achieve this assurance, all installations holding or processing such materials must have nuclear materials accountancy and control systems which track the inventories of all nuclear materials in the installations. The installations must transmit reports on basic technical characteristics, beginning nuclear materials inventories, nuclear materials inventory changes, physical nuclear materials inventory takings, nuclear materials balance evaluation, programmes of activities and current activities to GAN at pre-defined frequencies. The European Commission's Euratom Safeguards Directorate intends to place a contract for the development, provision and installation of a nuclear materials accountancy and control pilot system for the North European Region: CISNER NMACS PILOT. The users will be authorized LNPP staff, GAN inspectors and GAN personnel located in Sosnovy Bor and St. Petersburg. The CISNER NMACS pilot project comprises the delivery and installation of: - Computer hardware and accessories (PCs, servers, printers, modems, photocopiers, fax machines); - Consumables for printers, copiers and fax machines; - Documentation for all hardware items in the Russian language; - Operating system software and applications software (documentation in the Russian language); - Development tools (compilers, graphical interface builders, etc.). In addition, the following items/services need to be procured/provided: - Training at the four sites in Russia, in Russian, for the principal hardware and software items as appropriate; - On-site maintenance, repair and support for all hardware and off-the-shelf software.
