The European Commission has approved a Communication to the Council proposing draft directives for the negotiation of a cooperation agreement between the European Atomic Energy Community (Euratom) and Argentina on the peaceful use of nuclear energy.

The first nuclear cooperation agreement between Euratom and Argentina was signed in 1963 and remained in force for twenty years. Argentina has significantly expanded its international nuclear cooperation in recent times while at the same time strengthening its commitment to the international nuclear non-proliferation regime - in particular via its membership of the Nuclear Suppliers' Group and its accession, on 10 February 1995, to the Nuclear Non-Proliferation Treaty. Argentina is also in the process of re-organizing and modernizing its nuclear sector.

The European Commission considers that all the conditions for the renewal of peaceful nuclear cooperation between Euratom and Argentina are currently met. Moreover, given the scope of the Argentinean nuclear programme, it is in the interest of both sides to restore cooperation in this sector.

The Commission is, therefore, proposing to the Council the adoption of negotiating directives which will provide for cooperation in the transfer of nuclear material and equipment and in the area of research and technological development (including reactor safety, radiation protection and nuclear material safeguards). In accordance with Article 101 of the Euratom Treaty, the negotiating directives must be approved by the Council of Ministers before negotiations between the Commission and Argentina can start.

The proposed agreement will complement the existing Framework Agreement on Trade and Economic Cooperation between Argentina and the European Community signed in October 1990.
