On a proposal from Energy Commissioner, Christos Papoutsis, the Commission endorsed, on 19 July 1995, the broad lines of the French coal industry's activity reduction plan and authorized aid for 1994 totalling FF 6,009 million. The authorization was given under the terms of Decision No 3632/93/ECSC of 28 November 1993 establishing Community rules for State aid to the coal industry.

The aid in question is as follows:

- FF 1,962 million to cover operating losses (reduction in activity);
- FF 15 million for research and development;
- FF 4,032 million to cover exceptional expenditure.

The activity reduction plan was endorsed on the baiss that it will help to solve the social and regional problems created by total of partial reductions in the activity of production units. The aid for 1994 was approved as it is part of the activity reduction plan.
