The "Convention for the Protection of the Marine Environment of the North-East Atlantic" was signed, in Paris, on 22 September 1992. The Convention aims to prevent and eliminate pollution and to protect the maritime area of the north-east Atlantic against the adverse effects of human activities (95/C 172/01).

The European Commission has recently (7 July 1995) published a proposal for a Council Decision on the conclusion, on behalf of the Community, of the "Convention for the Protection of the Marine Environment of the North-East Atlantic". This Council Decision confirms the European Community's approval of and participation in the Convention and, in particular, authorizes the European Commission to adopt, on behalf of the Community, decisions of an essentially technical nature on matters within the Community's jurisdiction.

The proposed Decision notably states that the Commission, in consultation with a special committee designated by the Council, shall be charged with ensuring that the decisions adopted under the Convention are consistent with existing Community legislation in this area and with the objectives of the Community's environment policy.
