The Council has adopted a common position supporting a five-year programme of Community action on health promotion, information and training within the framework for action in the field of public health (1996-2000). A budget of ECU 30 million is proposed for activities designed to contribute to a high level of health protection. Actions will concentrate on health information and education, vocational training in public health and health promotion, specific prevention measures and health promotion strategies and structures. Activities will be directed at encouraging:

- A health promotion approach in Member States' health policies by supporting various cooperation measures, such as exchanges of experience, pilot projects and networks;
- The adoption of healthy life styles and behaviour;
- Awareness of risk factors and health-enhancing aspects;
- Inter-sectoral and multidisciplinary approaches to health promotion, taking account of the socio-economic factors and the physical environment necessary for the health of the individual and the Community, especially for disadvantaged groups.
