The Council has adopted a common position on a series of guidelines on trans-European energy networks, with the aim of defining the nature and scope of Community action for electricity and natural gas networks in this field.

Priorities for electricity networks will be:

- Connecting isolated networks to the inter-connected European networks;
- Developing inter-connections between Member States and internal connections necessary to enhance these inter-connections;
- Developing inter-connections with third countries in Europe and the Mediterranean region which contribute to improving the reliability and security of the Community's electricity networks or to adding to electricity supplies to the Community.

Priorities for natural gas networks will be:

- Introducing natural gas into new regions;
- Connecting isolated networks to the inter-connected European networks, including improvements necessary to existing networks to facilitate this task and connecting the separate natural gas networks;
- Increasing transmission, reception and storage capacities needed to satisfy demand and diversifying supply sources and routes for natural gas.

The broad lines of Community action will be to identify projects of common interest and to create a more favourable context for developing these networks.

The proposed guidelines include an indicative list of common projects.
