The Council has adopted a common position on a series of measures to create a more favourable context for realizing projects of common interest for the development of trans-European energy networks and for encouraging the inter-operability of such networks on a Community-wide scale.

The proposal aims to promote technical cooperation projects between the entities responsible for the trans-European energy networks and to encourage cooperation between Member States through mutual consultation to reduce delays in authorization procedures for projects on trans-European energy networks.

In addition, the proposal will enable the Community to provide financial support for developing such networks, in line with rules to be laid down for this purpose by the Commission. The Decision will also enable the Community to provide support from other financial instruments, such as the Structural Funds, the European Investment Fund, the European Investment Bank and programmes for third countries, to help realize projects of common interest.
