Further to its September 1994 session, the Committee of the Regions has published its opinion on the Green Paper concerning mobile and personal communications in the European Union. The Committee welcomes the proposals of the Green Paper concerning the liberalization and harmonization of the sector within the EU, leading towards a standardization of the service. It recommended that regional and local authorities be involved in the issuing of licenses. It feels that not enough research had been carried out concerning the impact of the new personal communications technology on public health, particularly with regard to electromagnetic radiation exposure. The Committee expresses concern about the environmental impact of the new technology, especially the proliferation of mast and transmission sites. It is also concerned that any new employment created through the growth of the mobile communications sector should be spread throughout all regions of the EU. In conclusion, although the Committee supports the overall policy contained in the Green Paper, it would like to make further submissions on the subject when detailed proposals are considered for a Directive.
