The Community's SAVE (Specific Actions for Vigorous Energy Efficiency) programme has three main components:

- Legislative and administrative action to establish appropriate energy performance standards for buildings, boilers and electrical equipment, and to encourage greater efficiency in power generation supply;
- Financial support for non-technological pilot projects that offer the potential for stimulating energy efficiency in industry, transport, commerce and the domestic environment;
- Information dissemination activities designed to promote the SAVE programme and its findings throughout Europe and beyond.

Approximately 250 pilot projects have been supported by the SAVE programme, due to come to an end in December 1995, amounting to a total financial contribution of ECU 25 million. These projects fall into the following categories:

- Energy efficient electrical equipment;
- Actions to promote greater energy efficiency in buildings;
- Integrated resource planning techniques;
- Overcoming the barriers to cogeneration;
- Energy efficiency in the transport sector;
- Energy auditing and monitoring and targeting techniques;
- Education and training altering consumer behaviour.

A follow-up to the SAVE programme (SAVE II) is due to be adopted shortly.
