Cultural pilot projects for regional development

The European Commission, DG XVI, has published a call for proposals for the implementation of inter-regional cooperation pilot projects for economic development in the cultural field. The call is aimed primarily at networks of regional and local authorities. The Commission plans to devote approximately ECU 15 million to financing the pilot scheme over the 1995-1999 period.

The purpose of the cooperative pilot projects is to strengthen economic and social cohesion and contribute to establishing networks among regions and towns in the Community. The focus of cooperation in this case will be culture and the development of the regional and local cultural heritage within a framework of inter-regional cooperation and economic development.

The scheme is also intended to:

- Foster an integrated approach to development by mobilizing regional and local actors;
- Promote exchanges of experience and know-how, in the cultural sphere, between regional and local authorities with a view to contributing to Community cohesion;
- Promote the use of new information and communications technologies.

Areas of cooperation relating to European cultural heritage include:

- Historical and architectural heritage (urban, archaeological, religious, maritime, etc.);
- Industrial and technological heritage (textiles, iron and steel industry, etc);
- Craft heritage (crafts, traditional trades, knowledge of traditional ways of working, etc.).

Other areas may also be considered. Participants must define specific and quantifiable objectives for each project and provide a clearly defined work schedule.
