The European Commission, DG XIII, has recently published a working document entitled "Multimedia Educational Software: First elements for reflection". The document was produced by the Commission's Research/Industry Task Force on Multimedia Educational Software and presents the Task Force's preliminary conclusions following consultations with manufacturers and users of multimedia educational software.

The task force, which was set up under the initiative of Commissioners Edith Cresson and Martin Bangemann in March 1995, has a dual mandate:

- To present a survey of the current situation as regards multimedia educational software;
- To put an action plan before the Commission to stimulate this market, and to make European research more effective, especially with regard to education and training applications.

This preliminary working document presents:

- A review of the current situation with regard to multimedia educational software and prospects and trends for the future;
- Suggestions for a possible Community action plan in this area.

The report looks, in particular, at the following areas of Community activity and the interaction between these areas:

- The Telematics Applications programme (TELEMATICS);
- The Information Technologies programme (ESPRIT);
- The Targeted Socio-economic Research programme (TSER);
- The Training and Mobility of Researchers programme (TMR);
- Primary considerations for the Fifth RTD Framework programme;
- The SOCRATES and LEONARDO DA VINCI programmes;
- The contribution of the MEDIA II; RAPHAEL and INFO2000 programmes;
- The contribution of the structural funds, trans-European telecommunications networks, and cooperation funds with third countries;
- Action required in the area of intellectual property rights.
