Cooperation with the countries of Central Europe and the new independent states of the former Soviet Union (NIS)

The European Commission, DG XII, has published a call for proposals for RTD projects under the Community's specific RTD programme in the field of cooperation with third countries and international organizations (INCO) (1994-1998).

The present call for proposals relates to the following specific area of the INCO work programme:

- Area A: scientific and technological cooperation in Europe and with international organizations and, specifically:
. Cooperation with the countries of Central Europe and the new independent states of the former Soviet Union (NIS) (Area A2).

Parties eligible to participate in the specific programmes of the Community's Fourth Framework Programme, are invited to submit proposals for RTD projects in the following areas (the accompanying information package specifies clearly the sectors for which proposals are admissible):

- Endangered ecosystems: Coastal zones, regional seas and rivers, including global climate change;
- Threats to the environment and impact on public health resulting, in particular, from major accidents and earthquakes, including radioactive pollution;
- Health: Research on occupational health and public health problems caused by pollution and industrial activities;
- Energy: Rational use of energy, renewable energy sources, fossil fuels (RTD targeted on industry);
- Advanced communication and telematics: Transfrontier information and teleworking networks for small businesses and research centres, telematics applications for healthcare and education, language engineering;
- Information technology: Software technologies, technologies for components and subsystems, multimedia systems, open microprocessor systems initiative, high-performance computing and networking, technologies for business processes;
- Industrial and materials technologies: Recycling of materials, development of clean manufacturing technologies and technology and materials for product innovation;
- Measurement and testing: Accelerated adaptation towards the process of harmonization of testing infrastructure in conformity with the European Union;
- Biotechnology: Animal and plant biotechnology: genome mapping and improved selection of farm animals and plant selection in the Eastern European countries (CCE + NIS), including the development of vaccines, diagnostics and therapeutics;
- Agro-food: Improved quality of foodstuffs throughout the production chain in the Central European countries and the NIS with particular regard to food quality and safety, food distribution and food-keeping qualities;
- Social and economic sciences: Innovation in industry, employment and fiscal strategies;
- Innovation relay centres: Promotion of innovation in local industry, in particular via transfer of technology and exploitation of research. Dissemination of information on Community RTD activities.

The work funded under this call will be carried out as shared-cost projects (joint research projects), concerted actions (consisting of coordinating RTD projects already funded), measures appropriate to the specific programme, and preparatory, accompanying and support measures.

The Community's financial contribution may be up to 100% of the cost of measures appropriate to the specific programme and preparatory, accompanying and support measures.

Joint research projects must involve at least two independent partners established in different European Member States or in a Member State and a state associated with the specific programme and at least one partner established in the countries of Central Europe (CCE) or the new independent states (NIS). Strong priority will be given to projects involving two or more CCE/NIS partners in order to encourage transnational cooperation.

Concerted actions must involve at least two independent partners established in different Member States, or in a Member State and a State associated with the specific programme and two or more partners established in the CCE or NIS. Preference will be given to concerted actions involving more than two partners from Central European countries or the new independent states.

Priority will be given to joint research projects and concerted actions aimed at stabilizing RTD potential. The safeguarding of RTD potential is a horizontal issue which will be promoted through joint research projects and concerted actions involving a wide variety of disciplines. As mentioned in the work programme. The objective of safeguarding the RTD potential in the NIS is also being pursued through INTAS.

Other specific programmes under the Fourth Framework Programme are open to legal entities established in the countries of Central Europe and the NIS (with Community funding subject to the limits of the budget available). Consequently, proposals submitted under this call must be different from those submitted for participation in other specific programmes.
