Council Directive 90/219/EEC of 23 April 1990 on the contained use of genetically modified micro-organisms (Official Journal No L 117 of 8.5.1990) requires that such micro-organisms be classified into Groups I and II using the criteria of Annex II and the Guidelines for classification referred to in Article 4(3). Commission Decision 91/448/EEC of 29 July 1991 sets forth the Guidelines which are to be used to further interpret Annex II for classification into Group I. These define the characteristics of the recipient or parental organism(s), of the vector and of the insert, as well as the required characteristics of the genetically modified micro-organism.
