Development and maintenance of application software for Community chemicals databases

The European Commission, DG XII, has published an invitation to tender for software developers able to assist the European Chemicals Bureau (ECB) in maintaining, modifying and extending the software used for its chemicals databases. Modifications are required to adapt the software to changed hardware and system environments. Extensions are needed to facilitate the Commission and the Member States' use of the databases.

The ECB is part of the European Environment Institute of the Community's Joint Research Centre. Two of the major tasks of the ECB are the management of the Commission's databases for new chemical substances and for existing chemical substances. Although the data stored in these two databases are similar in nature, the structures of the databases are, for historical reasons, different and two distinct sets of application software have been developed for the maintenance and the interrogation of the two databases. Both databases are implemented under the Oracle RDBMS, and data entries are made via programmes running on DOS-PCs.

This invitation to tender covers the following specific services:

- Maintenance of software for the existing chemicals databank, including the data-entry software;
- Development of the software for the existing chemicals databank;
- Development of software for data entry for the existing chemicals databank;
- Maintenance of software for the new chemicals database, including the data-entry software;
- Development of software for data entry for the new chemicals databank.

The following criteria will be applied for the award of contracts:

- Proven experience by the contractor in development of application software for Oracle databases under various operating systems, respectively for developing data-entry software under Windows;
- Proven experience with chemical databases concerning hazardous substances and the protection of human health and/or environment;
- Proven experience in producing system documentation and user manuals in the English language.
