The European Commission has recently put forward a proposal for a Council Regulation regarding the implementation of a special financial cooperation measure for Turkey. This Regulation provides a framework for the Community's financial contribution to Turkey's efforts to improve its social and economic infrastructure as part of the final phase of establishing an EC-Turkey customs union.

Assistance will be provided in four main areas:

- Assistance to improve the capabilities and competitiveness of Turkey's economy, including:
. Restructuring the public sector, including conversion programmes;
. Improving the economic infrastructure;
. Developing the private sector, with emphasis on SMEs and job creation;
. Promoting European private investment, particularly in SMEs;

- Assistance to bolster democracy, develop human resources and protect the environment, including:
. Improving the efficiency of public services and the civil service, including local government;
. Promoting knowledge and practice of human rights observance;
. Promoting civic awareness and the involvement of civil society in Turkey's development (for example trade associations, unions and the media);
. Furthering the role of women in development;
. Education and vocational training;
. Improving social services, particularly for the disadvantaged;
. Protecting the environment;

- Backing for European Community and Member State cooperation with Turkey, in particular with regard to:
. Trans-European networks, energy, transport and telecommunications;
. Harmonious and integrated development for rural areas;
. The environment;
. R&TD;
. Statistical cooperation;
. Consumer protection;
. Cultural cooperation;
. Fighting illegal immigration, drug trafficking and organized crime;
. Information, communication, the audio-visual media and data bases;

- Support for regional and cross-border cooperation, in particular with regard to:
. Establishing and strengthening structures for regional cooperation with other countries in the region with which the European Union has established relations;
. Strengthening the infrastructure needed to develop regional and cross-border trade.

The proposed Regulation foresees the establishment of indicative programmes, covering three-year periods, at national and regional level. These programmes shall define the principal objectives of and guidelines for Community support in the areas referred to above.

Activities financed under this Regulation shall mainly take the form of technical assistance, training, institution-building, policy dialogue, information, seminars, studies, investment projects and actions to ensure the visibility of Community projects and programmes.
