The European Commission has published a notice stating its intention to approve the creation, by the International Mobile Satellite Organization (Inmarsat), of I-CO Global Communications Ltd. (ICO) to finance, construct and operate the Inmarsat-P world-wide mobile satellite-based telecommunications system.

Inmarsat is an international inter-governmental organization which provides mobile satellite communications world-wide. Established in 1979 to serve the maritime community, Inmarsat has since evolved into the major provider of mobile satellite communications for commercial and distress and safety applications at sea, in the air and on land.

ICO and the Inmarsat-P system are at an early stage of development. The first satellite system will only be launched on 31 July 1999 and the full operability of the system is foreseen for 31 December 2000. The notice provides detailed information on both Inmarsat and ICO and on the Inmarsat-P system. This includes details on the tariff structure and geographical market of Inmarsat-P and competitors in the future worldwide S-PCS market.

The Commission is intending to take a favourable view towards the creation of ICO and the relationship between ICO and Inmarsat. Before a final decision is taken, however, interested third parties are invited to notify the Commission of their observations concerning this matter.
